The National Film and Video Foundation (NFVF) is an agency of the Department of Arts and Culture that was created to ensure the equitable growth of South Africa’s film and video industry. The Communication Officer role is to coordinate NFVF communication by promoting the South African film industry through communications on various platforms. VACANCY

Appointment of members to serve on the audit and risk committee

Applications are hereby invited from interested and suitably qualified persons to serve on the Audit and Risk Committee of the National Film and Video Foundation (NFVF) in terms of Section 76 and 77 of the Public Finance Management Act, Act No 1 of 1999 as amended and read together with Chapter 3 of Treasury Regulations.

Requirements:

  • Graduate in Accounting, Auditing, Risk Management or Information Technology
  • CA (SA), CIA or CIMA will be an added advantage
  • A qualification in ICT will be an added advantage
  • A qualification in Law will be an added advantage
  • 5 years management experience in one or more of the following fields; Accounting, Auditing and Risk Management, ICT and legal

Key Responsibilities:

The Audit and Risk Committee is an advisory committee charged with fulfilling oversight responsibilities concerning governance, risk management, and internal control matters to assist the NFVF to achieve its strategic goals and objectives. The roles and responsibilities of the Audit and Risk Committee and consequently its members, are clearly outlined in the Audit and Risk Committee Charter and are in line with the provisions of Chapter 3 of the Treasury Regulations and King IV Report. The Audit and Risk Committee will meet at least four times a year; however, special meetings may be held.

Term of Office:

The term of the Audit and Risk Committee will be aligned with the term of the NFVF Council which is determined by the Department of Sports, Arts and Culture.

Remuneration:

The appointed members of the Audit and Risk Committee will be remunerated as per the Treasury Regulations 20.2.2 and 20.2.1.

VACANCIES

Position          :           Independent Executive Producer – South African Film & Television Awards (SAFTAs)

Reporting to  :           Chief Executive Officer

Duration         :           6-12 Month Contract

The Executive Producer for the South African Film and Television Awards will take full responsibility for the execution of the SAFTAs. This will include both the logistical and creative aspects of all the elements that are involved. They will be required to represent the interests of the NFVF at all levels of the value chain, and will have to work with and guide all stakeholders through the project and production process, culminating in a live world-class awards event.

 Key Responsibilities:

  • Planning and execution of the entire awards project, including but not limited to logistics and creative aspects.
  • Establishment of a NFVF SAFTAs strategy document that lays out guidelines and operating procedures, with responsibilities, deliverables and timeframes for all involved in the execution of the NFVF SAFTAs project.
  • Oversee and manage all SAFTAs Stakeholders in conjunction with the office of the NFVF CEO, as well as the NFVF’s SAFTAs working team.
  • Work closely with the Supply Chain Manager in advising on supplier procurement processes (i.e. Tenders) as they pertain to the SAFTAs and manage all Service Providers once selected and approved by SCM processes.
  • Liaise with the NFVF SAFTAs team on the Judging Process with the aim of managing time-lines and sticking to project management deadlines.
  • Oversee the planning and execution of the Staging and Broadcast of the event.
  • Working in conjunction with the internal Marketing and Communications team, as well as the appointed external PR company, oversee the planning and execution of the Publicity and Marketing of the event.
  • Oversee the Budget for the project and ensure that the budget is strictly adhered to by all departments.
  • Work with the legal department / COO office to ensure all Contracting and Insurances are in place.
  • Coordinate with the NFVF Finance department in respect of Sponsorship and Financial controls.
  • Oversee ROI for Sponsors and Partners.
  • Coordinate with Distributors, Broadcasters and Streaming services in respect of live (and recorded) distribution of footage of the awards (Includes licensing, sales and co-ordinating sponsorship).
  • Oversee and ensure that all Service Providers, departments, stakeholders and staff adhere to agreed realistic frameworks and timelines for the entire project.
  • Weekly reporting on the status of the project to the NFVF CEO which will include but not be limited to, a Risk Assessment, the status of all Contracts, Stakeholders and Service Providers.
  • Compilation of a report for the NFVF Council (with the NFVF CEO) for all scheduled Council meetings.
  • Complete a production risk assessment and stay abreast of all safety responsibilities.

 

 Qualification & Experience:

  • 10-15 years relevant experience in live events and outside broadcast, especially big budget award shows, entertainment shows and competitions.
  • At least three recognised credits as a Producer (Producer, Series Producer or Executive Producer) on an Award show or other entertainment show which was broadcast live to air, had a duration of at least 90 minutes and a budget in excess of R50 000.00 per minute.
  • Extensive knowledge of the film and television production industry.
  • A proven track record of managing diverse stakeholders.

Position:                  Temp – IT Specialist

Reporting to:           IT Manager

The Temp – IT Specialist will ensure that computer hardware and software, as well as networks and servers work consistently and correcty. Will also be tasked to configure ICT infrastructure, ICT documentation and provide assistance to end users.

Qualifications & Experience:

  • Matric certificate,
  • International MCSA, A+ & N+\IT Diploma\IT Degree a requirement,
  • A minimum of three years’ desktop support experience, 
  • At least two years’ of that should include server support and maintenance experience
  • Windows Server 2016 and System Center Suite knowledge advantageous

Qualifications:

  • Bachelor’s Degree in either Human Resources Management, Industrial Psychology or equivalent;
  • 5-8 years of experience at a senior management level, or 10-12 years of experience in a Human Resources Generalist role;
  • Knowledge of public sector governance frameworks;

Position:                    Funding  Administration Manager             

Reporting to:            Head: Industry Development

Job Ref:                      RECR/FAM/001

The  Funding Administrator role is an integral part of the NFVF’s applications and funding value chain.  The main aims of the role are to advise and work closely with Program Managers (both fiction and non fiction) in the active management of budgets and contracts. The role will also support the Training team in making optimal use of budgets, outreach work as well as creating a database of all NFVF funded projects and recepients of grants.

Qualifications:

  • Relevant qualification in Business Administration/Production Management or similar;
  • 5-6 years experience in Production/ Administration, 3 of which should be in a Management position;
  • Solid knowledge of the film and television industry;
  • Proven track record of managing teams.

Key Responsibilities:

  • Manage and review NFVF applications processes by ensuring alignment with relevant policies and procedures to ensure that application process is seamless;
  • Monitor and ensure continuous improvement of the on-line application system, including the annual management of licenses;
  • Create and manage the NFVF’s data management system of all current and previous beneficiaries;
  • Create and manage an online portal of skilled industry professionals funded by the NFVF;
  • Manage and oversee any additional Creative Skillset and special projects  as and when required;

Position:                     Audit Committee Member 

Applications are hereby invited from interested and suitably qualified persons to serve on the Audit Committee of the National Film and Video Foundation in terms of Section 76 and 77 of the Public Finance Management Act, Act No 1 of 1999 as amended read together with Chapter 3 of Treasury Regulations.

Requirements:

  • Post Graduate in Accounting, Auditing, Risk Management or CA (SA), CIA, CIMA / Post Graduate degree in Information Technology / Qualified Attorney or Lawyer
  • MBA or MCom will be an added advantage
  • Masters in ICT will be added advantage
  • Masters in Law will be added advantage
  • 5 years management experince in the following fields; Accountung, Auditing and Risk Management
  • 5 years management experience in the legal field and dealing with Governance, Compliance and Risk Management

Key Responsibilities:

The Audit Committee is an advisory committee charged with fulfilling oversight responsibilities with regard to governance, risk management, and internal control matters to assist the department to achieve its strategic goals and objectives. The roles and responsibilities of the Audit Committee and consequently its members are clearly outlined in the Audit Committee Charter and are in line with the provisions of Chapter 3 of Treasury Regulations. Regulations and King IV Report. The Audit Committee will meet at least four times a year, however, special meetings may be held.

Position:                      Environment, Health & Safety Officer

The NFVF in partnership with the Eastern Cape Development Corporation and the Cortex Hub have established an Eastern Cape Film Hub with the strategic goal to increase access to production facilities and to create sustainable platforms for the production of film and television.

The Health & Safety Officer will develop and oversee the implementation of all health and safety documents, and processes, as well as ensuring effective Health & Safety operations on the construction site of the Film Hub.

Requirements:           

  • Have experience of working as a Health, Safety and Environment Coordinator or Officer
  • Basic knowledge in Healthcare issues
  • Basic knowledge of Environment issues
  • Be in possession of a driver’s license 
  • Be open to work unfixed hours as and when required
  • To be based on construction site on a full-time basis

 

Key Responsibilities: 

The incumbent will be required to undertake the following duties and activities:

  • Prepare and document a health and safety specification for the construction work, and provide the contractor with the same
  • Promptly provide the principal contractor and his or her agent with any information which might affect the health and safety of any person at work carrying out construction work
  • Ensure that each principal contractor is appointed in writing for the project or part thereof on a construction site
  • Take reasonable steps to ensure that each principal contractor’s health and safety plan as determined in sub regulation 5(1) is implemented and maintained on the construction site: Provided that the steps taken, shall include periodic audits at intervals mutually agreed upon between the client and principal contractor, but at least once every month
  • Stop any contractor from executing construction work which is not in accordance with the principal contractor’s health and safety plan contemplated in sub regulation 5(1) for the site or which poses to be a threat to the health and safety of persons
  • Ensure that where changes are brought about, sufficient health and safety information and appropriate resources are made available to the principal contractor to execute the work safely
  • Ensure that every principal contractor is registered and in good standing with the compensation fund or with a licensed compensation insurer prior to work commencing on site
  • Ensure that the principal contractor has made provision for the cost of health and safety measures during the construction process
  • Ensure that the client discusses and negotiates with the principal contractor the contents of the health and safety plan contemplated in sub regulation 5(1) and thereafter finally approve the health and safety plan for implementation
  • Make sure that a copy of the principal contractor’s health and safety plan is available on request to an employee, inspector or other contractor
  • Ensure that the principal contractor has the necessary competencies and resources to carry out the work safely
  • Ensure that as agent the client has appointed him/her to act as his or her representative and where such an appointment is made, the responsibilities as are imposed by the regulations upon a client, shall as far as reasonably practicable apply to the appointment
  • The Health and safety officer shall have the necessary competencies and resources to perform the duties imposed on a client by the regulations
  • Monitor that the contractor’s health and safety representatives perform their duties, which include:
    • Review the effectiveness of the health and safety measures, identify potential hazards and major incidents, examine causes of incidents (in collaboration with his employer, the Contractor), investigate complaints by employees relating to health and safety at work,  make representations to the employer (Contractor) or inspector on general matters affecting the health and safety of employees, inspect the workplace, plant, machinery etc. on a regular base, to participate in consultations with inspectors and to attend meetings of the health and safety committee.
    • Provide reports on regular basis
    • Carry out task assigned by the Project Manager or delegated person
    • Coordinate activities on Site with regards to Heath, Safety and Environment, Accident and incident inquiries;
    • Monitor of environment management plan implementation and compliance
    • Training of small contractors / labour in respect to Environment, Health and Safety in the Work Environment, if required
    • Advising the Project Manager on any issues, claims and do follow-ups on cases opened
    • Liaise with the Project Manager on Health and Safety and Environment issues.

The Chief Financial Officer will develop and oversee the implementation of the financial processes and systems, ensuring effective financial management of the National Film and Video Foundation in line with PMFA and Treasury Regulations.

Qualifications:

  • 10 years’ experience at senior management

Key Responsibilities:

Demonstrated skills, knowledge and experience in the following:

  • Conduct annual strategic planning of finance according to the Medium Term Expenditure Framework (MTEF)
  • Develop financial strategy and give input into the organisational strategy
  • Oversee and lead in the development and monitoring of the implementation of finance policies and procedures in line with PFMA and Treasury Regulations to ensure compliance
  • Develop and implement a fundraising strategy to raise additional funding together with the Marketing and Production departments
  • Develop, implement and maintain the financial systems of the organisation
  • Prepare all aspects of the annual operating budget and Annul Financial Statements in accordance with Generally Recognised Accounting Principle (GRAP)
  • Manage internal controls and establish and maintain a risk management system
