EMERGING BLACK FILMMAKERS TRANSFORMATION FUND CALL FOR SUBMISSION

The National Film and Video Foundation (NFVF) and the Industrial Development Corporation (IDC) are inviting emerging black filmmakers to submit proposals for consideration under the Emerging Black Filmmakers Transformation Fund (EBFTF).  Launched in 2014, the EBFTF provides financial, marketing and other related support to emerging black filmmakers.

The fund has been designed for Black filmmakers (Black Directors and or Producers) with limited experience but who have developed and produced 1-2 feature films, television fiction or documentaries for theatrical release or television broadcast or 2-3 short films or 2-3 commercials seeking to venture into feature film development and production.

The Emerging Black Filmmakers Transformation Fund (EBFTF) is aimed at developing and supporting local emerging black directors and producers by providing financial and other support. The IDC and NFVF expect that the Fund will create a sustainable South African film industry. It is a tailor-made solution given the challenges that black filmmakers face. It will strengthen the local film production industry, ensuring that filmmakers create compelling content for South African consumption. Funding will be limited to three qualifying and viable feature films per annum over three years.

Black filmmakers are requested to submit proposals based on the following criteria:

• Budget capped at R6 million (which includes R500 000 for marketing costs)
• Filmmakers must be black South African citizens;
• The films must be commercially viable and demonstrate creative merit;
• Films must be at the level of theatrical release;
• Cast must be South African citizens;
• Compliance with the DTI South African Emerging Black Filmmakers Incentive (Refer to dti website www.thedti.gov.za for detailed criteria);
• Rights (All incl. film, merchandise etc.):

• 1. Preference will be given to 100% black owned companies.
  2. Shareholding and IP must be 75% or more black owned.
  3. Where the producer is Black, but not emerging (5 feature films) – then the black director must own at least 50% of the film rights.

1. Script – (second draft) reviewed by a reputable script editor

1. 2 page concept document outlining:
   1. Synopsis
   2. Logline
   3. Directors treatment;
   4. Genre
   5. Target market

1. CVs production of key creative team;

• Producer
• Director
• Writer
• DOP
• Line Producer

1. Summary budget (Amounts to be spent at pre-production, production and post-production);
2. Tax Clearance Certificate;
3. BBBEE Certificate
4. Certified ID copy (valid for 3 months)
5. Company registration documents
6. Production schedule;
7. Cash flow schedule;
8. Production company – experience and previous productions involved in; and
9. Chain of title documentation including script, music etc.

Disqualifications:

• Late entries will not be considered.
• Projects that do not meet the criteria will not be considered.
• Projects that do not have developed scripts will not be considered.

Budgets that are above the fund amount of R6 million will not be considered.
