THE CALL FOR NOMINATIONS OF INDIVIDUALS TO SERVE AS MEMBERS OF THE FIFTH PRESIDENTIAL EMPLOYMENT STIMULUS PROGRAMME FIVE (PESP5) ADVISORY PANEL IS OPEN

The National Film and Video Foundation (NFVF), an agency of the Department of Sport, Arts and Culture, is seeking individuals to serve on the Presidential Employment Stimulus Programme (PESP) Advisory Panel in accordance with the NFVF Act, 73 of 1997.

The Advisory Panel members will fulfill the statutory role of advising and recommending projects for the PESP grant based on the merits of the applications received. The Advisory Panel members will advise on any matters relating to the three funding streams: 

  • Stream 1: Production 
  • Stream 2: Skills Development
  • Stream 3: Marketing and Distribution

Members can be nominated by any member of the public and individuals are also encouraged to nominate themselves. Nominees who will enhance the diversity of the advisory panel are particularly encouraged to apply. 

Advisory panels shall consist of individuals who have achieved a distinction or have special knowledge and experience in the fields of Production, Skills Development and Marketing and Distribution particularly in the film industry.   

Applicants previously appointed are welcome to apply, however, preference will be given to new applicants.

CRITERIA FOR NOMINATIONS

Persons eligible for nomination must be competent, suitably qualified and have proven experience in the listed fields within the South African Film, Television, Audio-Visual and/or Digital Media spheres. 

REQUIRED COMPETENCIES: 

Stream 1 – Production

  • Panel members must have:
    • A solid understanding of the Production & Development phases of Film & Television Audio-Visual sector
    • Proven track-record of experience in the Film & Television Audio-Visual sector and/or broadcast technology
    • Understanding of film and audio-visual financing
    • Understanding of film and audio-visual distribution
  • Understanding of the grant allocation process is advantageous 
  • Applicants must be available during the following dates:
    • Induction, Praxis and Ethics Training: 10 June 2024 – 14 June 2024 (Virtual/Online)
    • Functional Evaluation of Projects: 22 June 2024 – 18 July 2024 (Virtual/Online)
    • Stream 1 Advisory Panel Meetings: 13 August 2024 – 20 August 2024 (Virtual/Online)

Stream 2 – Skills Development

  • Panel members must have:
  • A solid understanding of the Skills Development requirements of the Film & Television Audio-Visual sector 
  • Proven track-record in Education and Skills Development (Training) in the Film & Television Audio-Visual sector and/or related sectors
  • Understanding of financing for skills development programmes in the Film & Television Audio-Visual sector 
  • Understanding of the grant allocation process is advantageous 
  • Fully and partially training service provider accreditations will be advantageous
  • Applicants must be available during the following dates:
    • Induction, Praxis and Ethics Training: 10 June 2024 – 14 June 2024 (Virtual/Online)
    • Functional Evaluation of Projects: 22 June 2024  –  18 July 2024 (Virtual/Online)
    • Stream 2 Advisory Panel Meetings: 29 July 2024 – 02 August 2024 (Virtual/Online)

Stream 3 – Marketing and Distribution

  • Panel members must have:
    • A solid understanding of the Marketing & Distribution phases of Film & Television Audio-Visual sector insofar as they pertain to Public Screenings, Film Festivals and Markets
    • Proven track-record of experience in the Film & Television Audio-Visual sector and/or broadcast technology
    • Understanding of public screening, film festival and market financing
    • Understanding of Film & Television Audio-Visual  sector
    • distribution
  • Understanding of the grant allocation process is advantageous 
  • Applicants must be available during the following dates:
    • Induction, Praxis and Ethics Training: 10 June 2024 – 14 June 2024 (Virtual/Online)
    • Functional Evaluation of Projects: 22 June 2024  –  18 July 2024 (Virtual/Online)
    • Stream 3 Advisory Panel Meetings: 05 August 2024 – 12 August 2024 (Virtual/Online)

The advisory panel meetings to moderate scores are compulsory for all three streams and should be attended by all the panellists selected. It is therefore important that applicants evaluate their diaries and only apply to be a panellist if they will be able to attend meetings during the specified dates mentioned above.

Panellists should also have the necessary IT infrastructure to support the review of applications as failure to have this impacts the timelines of the project.

Candidates should also meet all deadlines set.

SELECTION OR APPOINTMENT OF ADVISORY PANELS

  • Letters of nomination should clearly describe the candidate’s specific expertise and                    qualifications related to the criteria above. 
  • Nomination material must include a letter from the nominee indicating a willingness to serve, a brief statement of the nominee’s qualifications, a bio, and a full Curriculum Vitae.
